To authorize the Secretary of Health and Human Services to award grants to States and political subdivisions of States to support the improvement, renovation, or modernization of infrastructure at clinical laboratories that will help to improve SARS-CoV-2 and COVID-19 testing and response activities, including the expansion and enhancement of testing capacity at such laboratories.
To amend title XIX of the Social Security Act to remove the matching requirement for a territory to use specially allocated Federal funds for Medicare covered part D drugs for low-income individuals.
To authorize the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to establish a core public health infrastructure program, and for other purposes.
