Carol Miller is a Republican U.S. Representative from West Virginia's 1st District, a former state legislator and small business owner.
Carol Devine Miller was born November 4, 1950, in Columbus, Ohio, as the daughter of Congressman Samuel L. Devine and Betty Devine, making her the only member of Congress to follow a parent from Ohio into the House. A businesswoman who owns several small businesses including Swann Ridge Bison Farm and manages real estate in Huntington, Miller served in the West Virginia House of Delegates from 2006 to 2018, where she rose to become the first female Majority Whip. Now serving her fourth term, she represents the southern portion of West Virginia including Huntington, Beckley, and coal country. She serves on the House Ways and Means Committee and focuses on coal, energy, and the opioid epidemic issues that have deeply affected her district.
