Charles Eugene Roy is the U.S. Representative for Texas's 21st Congressional District, a Republican first elected in 2018. A graduate of the University of Virginia with a law degree from the University of Texas, Roy served as chief of staff to Senator Ted Cruz and as first assistant attorney general of Texas before his congressional election. He represents a district stretching from Austin's suburbs south through the Texas Hill Country to San Antonio's northern outskirts. A founding member and policy chair of the House Freedom Caucus, Roy sits on the Judiciary, Rules, and Budget committees. He focuses on constitutional conservatism, border security, and fiscal restraint. In 2025, he announced his candidacy for Texas Attorney General, triggering a 15-candidate race for his House seat.
