Emanuel Cleaver is a Democratic U.S. Representative from Missouri's 5th District, United Methodist minister, and former Kansas City mayor.
Emanuel Cleaver II is the U.S. Representative for Missouri's 5th Congressional District, a Democrat first elected in 2004 serving his eleventh term representing most of Kansas City and its eastern suburbs. Born in Waxahachie, Texas, and a graduate of Prairie View A&M University and Saint Paul School of Theology, Cleaver has been a United Methodist minister for over four decades. He served on the Kansas City Council and as the first African American mayor of Kansas City before his congressional election. Cleaver chaired the Congressional Black Caucus and the House Homeland Security Committee (2019-2023) and chaired the House Select Committee to Investigate the January 6th Attack on the Capitol. In the 119th Congress, he serves on the House Financial Services Committee as ranking member of the Housing and Insurance Subcommittee, focusing on affordable housing, urban development, and civil rights.
