James McGovern is a 15-term Democratic U.S. Representative from Massachusetts's 2nd District and ranking member of the House Rules Committee known for hunger advocacy.
James Patrick McGovern has served Massachusetts's 2nd Congressional District since 1996 and is among the chamber's leading voices on food insecurity and human rights. A graduate of American University and former aide to Senator George McGovern, he has wielded significant procedural power as ranking Democrat on the House Rules Committee after chairing it from 2019 to 2023.
