James Moylan is Guam's Republican delegate and Army veteran serving his second term as the territory's representative in Congress.
James Camacho Moylan serves as Guam's non-voting Delegate to the U.S. House of Representatives, holding his second term after election in 2022. A Gulf War veteran who served in the U.S. Army, Moylan is a University of Guam graduate who worked in small business and insurance before serving in the Guam Legislature. He became the first Republican to represent Guam in Congress in nearly thirty years. As Guam's delegate, Moylan cannot vote on final passage but participates in committee votes. In the 119th Congress, he sits on the House Armed Services, Natural Resources, and Education and Workforce committees, advocating for Guam's strategic military importance to Indo-Pacific security and supporting veterans' services in the territory. Recent legislative efforts include pushing the Department of Veterans Affairs to relocate its regional office from Manila to Guam.
