Biography

Jennifer McClellan is a Democratic U.S. Representative from Virginia's 4th District and the first Black woman elected to Congress from Virginia.

Jennifer L. McClellan is the U.S. Representative for Virginia's 4th Congressional District, making history as the first Black woman elected to Congress from Virginia. After the November 2022 death of Congressman Donald McEachin, McClellan won a February 2023 special election with 74.4 percent of the vote following a December 2022 Democratic primary victory. A graduate of the University of Richmond and the University of Virginia School of Law, McClellan served as general counsel for Verizon and spent over 15 years in the Virginia House of Delegates before her election to the Virginia State Senate, where she served from 2017 to 2023. She represents a district covering Richmond and portions of Southside Virginia. McClellan sits on the House Science, Space and Technology Committee and the Armed Services Committee, prioritizing technology policy, federal workforce development, and scientific research advancement.
