John Rice Carter is the U.S. Representative for Texas's 31st Congressional District, a Republican first elected in 2002 and serving his thirteenth term. A Texas Tech University graduate and University of Texas School of Law alumnus, Carter served as a state district judge for 20 years before his congressional election. He represents a district covering northern Austin exurbs including Round Rock and extending to Fort Cavazos (formerly Fort Hood) and Killeen. Carter sits on the House Appropriations Committee and focuses on military issues given Fort Cavazos's location in his district, veterans affairs, and immigration. He won reelection in 2024 with 64.4% of the vote, received President Trump's endorsement in December 2025, and advanced from the 2026 Republican primary.
