Biography

Josh Harder is a California Democratic congressman and Appropriations Committee member representing the Central Valley's 9th District since 2018.

Joshua Scott Harder represents California's 9th Congressional District, a Central Valley district centered on Stockton and San Joaquin County, as a Democrat first elected in 2018 and now serving his fourth term in the 119th Congress. A Turlock native, Harder earned a bachelor's degree from Stanford and an MBA from Harvard Business School before working as a venture capital investor in the Bay Area. He returned to the Central Valley to run for Congress and became the first Democratic member from the region in nearly 50 years to win a seat on the House Appropriations Committee, positioning himself to advocate for federal investments in his district. In the 119th Congress, Harder serves on the Committee on Appropriations with assignment to the Interior, Environment, and Related Agencies subcommittee, giving him leverage to direct federal funding toward regional priorities. His legislative agenda focuses on water infrastructure for Central Valley agriculture, federal support for the Port of Stockton, manufacturing and economic development, veterans' issues, and combating the fentanyl crisis affecting his constituents.
