Judy Chu is a Democratic U.S. Representative from California's 28th District, the first Chinese American woman elected to Congress and a Ways and Means Committee member in the 119th Congress.
Judy May Chu is the U.S. Representative for California's 28th Congressional District, a Democrat first elected in a 2009 special election and currently serving her ninth term in the 119th Congress representing a San Gabriel Valley district east of Los Angeles. Born in Los Angeles to Chinese immigrant parents and holding a doctorate in clinical psychology, Chu taught psychology for two decades at East Los Angeles College and Los Angeles City College and served on the Garvey School Board, the Monterey Park City Council, the California State Assembly, and the California Board of Equalization before becoming the first Chinese American woman in Congress. She serves on the Ways and Means Committee and is Chair Emerita of the Congressional Asian Pacific American Caucus, having led the caucus from 2011 to 2025 and helping direct the Tri-Caucus joint efforts with the Congressional Black Caucus and Congressional Hispanic Caucus. She focuses on immigration, tax policy, small business, and civil rights.
