Maxine Moore Waters is the U.S. Representative for California's 43rd Congressional District, a Democrat first elected in 1990 and currently serving her eighteenth term. Born in St. Louis to a large working-class family, Waters moved to Los Angeles as a young adult, worked as a Head Start teacher, and graduated from California State University, Los Angeles. She spent fourteen years in the California State Assembly before entering Congress.
