Morgan Joe Luttrell is the U.S. Representative for Texas's 8th Congressional District, a Republican first elected in 2022 serving his second term. Born in 1975, Luttrell is a retired U.S. Navy SEAL who served for more than a decade including as a senior chief petty officer and Naval Special Warfare Officer leading combat deployments. He earned a bachelor's degree in psychology from Sam Houston State University and later earned a doctorate from the University of Texas Southwestern Medical Center while conducting research on veterans' brain injuries. He is the twin brother of Marcus Luttrell, author of Lone Survivor. His district covers the northern Houston suburbs including The Woodlands and Conroe. Luttrell serves on the House Armed Services, Transportation and Infrastructure, and Veterans' Affairs committees, focusing on veterans issues and national security. In September 2025, he announced he would not seek reelection in 2026.
