Norma Torres is a Democratic U.S. Representative from California's 35th District, a Central America-born member serving on Appropriations and chairing the bipartisan Central America Caucus in the 119th Congress.
Norma Judith Torres is the U.S. Representative for California's 35th Congressional District, a Democrat first elected in 2014 and currently serving her sixth term in the 119th Congress representing an Inland Empire district in western San Bernardino County including Ontario, Pomona, and Rancho Cucamonga. Born in Escuintla, Guatemala, and brought to the United States at age five, Torres is the first Central American-born member of Congress. She worked for nearly two decades as a 911 dispatcher in Los Angeles, served on the Pomona City Council and as mayor of Pomona, and sat in both the California State Assembly and State Senate. In the 119th Congress she serves on the Appropriations Committee as a senior member of the Subcommittee on State and Foreign Operations, where she has secured significant funding for anti-corruption efforts in Central America. She chairs the bipartisan Central America Caucus and focuses on Central America policy, immigration, and public safety.
