Riley Moore is a Republican U.S. Representative from West Virginia's 2nd District, former state treasurer and opponent of ESG policies.
Riley McGowan Moore was born July 1, 1980, in Morgantown, West Virginia, the grandson of former Governor Arch A. Moore Jr. and nephew of U.S. Senator Shelley Moore Capito, who served in the U.S. House before her Senate election. Moore served in the West Virginia House of Delegates from 2017 to 2019 and was elected West Virginia State Treasurer in 2020. As treasurer, he gained national attention for removing financial firms from state business over their ESG policies restricting coal and fossil fuel investments, becoming the first elected official in America to divest state assets from BlackRock. He helped coordinate anti-ESG efforts with a coalition of a dozen other states. Elected to Congress in 2024 to succeed Alex Mooney, Moore represents the northern half of West Virginia including Morgantown and Martinsburg and focuses on energy independence, anti-ESG policy, and conservative fiscal issues.
