Bobby Scott is a Democratic U.S. Representative from Virginia's 3rd District since 1992 and ranking member of the Education and Workforce Committee.
Robert Cortez 'Bobby' Scott is the U.S. Representative for Virginia's 3rd Congressional District, first elected in 1992 and currently serving his seventeenth term. A graduate of Harvard College and Boston College Law School, Scott served in the Virginia General Assembly for 15 years before his congressional election, becoming the first African American elected to Congress from Virginia since Reconstruction. He represents a district covering Norfolk, Newport News, Portsmouth, and other Hampton Roads communities. Scott serves as ranking member of the House Education and the Workforce Committee, having previously chaired the committee from 2019 to 2023. Throughout his legislative career, he has championed education reform, civil rights protections, labor rights, and criminal justice reform, focusing particularly on reintegration programs and sentencing reform to reduce recidivism.
