Biography

Steny Hoyer is a 23-term Democratic U.S. Representative from Maryland's 5th District, a former House Majority Leader and ranking member of FSGG Appropriations Subcommittee.

Steny Hamilton Hoyer has represented Maryland's 5th Congressional District, a southern Maryland district, since 1981 and remains among the House's longest-serving members. A University of Maryland and Georgetown University Law Center graduate, Hoyer served over a decade in the Maryland State Senate, becoming its youngest president. In Congress, he served as Democratic whip and House Majority Leader under Speakers Nancy Pelosi and himself. Now senior on the Appropriations Committee as ranking member of the Financial Services and General Government Subcommittee, Hoyer continues wielding substantial influence over federal spending. He has prioritized federal workforce interests, Chesapeake Bay restoration, Patuxent River Naval Air Station funding, and bipartisan cooperation throughout his career. After 44 years in Congress, Hoyer announced in 2026 he would not seek reelection, concluding a transformative era in House Democratic leadership.
