Troy Carter (D-LA-2) is a former state senator representing New Orleans and Baton Rouge's Black-majority communities, serving his third term.
Troy A. Carter Sr. is the U.S. Representative for Louisiana's 2nd Congressional District, a Democrat first elected in a 2021 special election and serving his third term. A graduate of Xavier University of Louisiana, Carter worked as a small businessman and served on the New Orleans City Council, in the Louisiana House of Representatives, and in the Louisiana State Senate, including as Democratic floor leader. His district connects New Orleans and parts of Baton Rouge along the Mississippi River and represents a Black-majority community. In the 119th Congress, he serves on the exclusive House Energy and Commerce Committee, the Homeland Security Committee, and as a Deputy Democratic Whip, emphasizing hurricane recovery, environmental justice in petrochemical corridors, and minority business enterprise development.
