Virginia Foxx is a Republican U.S. Representative from North Carolina's 5th District and chairwoman of the House Rules Committee.
Virginia Ann Foxx is the U.S. Representative for North Carolina's 5th Congressional District, a Republican first elected in 2004 serving her eleventh term representing northwestern North Carolina including Winston-Salem's western suburbs and the Blue Ridge Mountains. Raised in rural Avery County, Foxx earned degrees from the University of North Carolina at Chapel Hill and a doctorate in education from UNC Greensboro, and worked as a community college president before entering politics. She served in the North Carolina Senate before her election to Congress. Foxx chaired the House Education and the Workforce Committee during the 118th Congress and continues to serve as chair emeritus. In the 119th Congress, she chairs the House Rules Committee, making her the only female chair leading a major House committee. She focuses on higher education reform, workforce development, student loan policy, and rules governing the legislative process.
