To direct the Secretary of Labor to conduct a study on implementing a process through which a State or business may apply for an exemption from enforcement of certain occupational safety and health standards on the basis of economic hardship, and for other purposes.

This bill requires the Department of Labor to study a process for allowing states or businesses to apply for exemptions from occupational safety and health standards that cause significant economic hardship. The study must include recommendations for legislative and other actions necessary to implement such a process.
