This bill requires the Administration for Strategic Preparedness and Response (ASPR) to develop a strategic plan that supports rapid deployment of diagnostic tests during public health emergencies.

Specifically, ASPR must develop and periodically update a plan for rapid development, procurement, and distribution of diagnostic tests during public health emergencies, including laboratory and at-home tests. The plan must promote collaboration among government agencies and private sector stakeholders (e.g., manufacturers of diagnostic tests).
