A BILL

To prohibit the exportation of gasoline during periods of high gasoline prices.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the Gasoline Export Ban Act of 2026.

SEC. 2. PROHIBITION ON EXPORTATION OF GASOLINE DURING PERIODS OF HIGH GASOLINE PRICES.

  1. (a)
    In general

    Except as provided by subsection (b) or (c), the President shall prohibit the exportation of gasoline produced in the United States during any period described in subsection (d).

  2. (b)
    Exceptions

    The President may exempt from the prohibition under subsection (a) such exports of gasoline as the President determines to be consistent with the national interest and the purposes of this section.

  3. (c)
    Terms and conditions

    The prohibition under subsection (a) shall be subject to such terms and conditions as the President determines to be appropriate and necessary to carry out the purposes of this section.

  4. (d)
    Period described

    The period described in this subsection is any period—

    1. (1)

      beginning on any day on which the average price for gasoline in the United States has been equal to or higher than $3.12 per gallon for each of the preceding 7 days; and

    2. (2)

      ending on the next day on which the average price for gasoline in the United States has been less than $3.12 per gallon for each of the preceding 7 days.

  5. (e)
    Gasoline defined

    In this section, the term gasoline means an article classifiable under subheading 2710.12 of the Harmonized Tariff Schedule of the United States.
