Executive Summary

Pipeline Sabotage and Accident Prevention Act

This bill establishes criminal penalties for causing a defect in or disrupting the operation of pipeline infrastructure.

Specifically, the bill prohibits a person from knowingly and willfully

  • causing or threatening to cause a defect in a pipe, pump, or valve intended to be used in any pipeline facility that would affect the integrity or safe operation of the facility; or
  • disrupting the operation of a pipeline facility.

Violators are subject to a fine, a prison term of up to 10 years, or both.
