This bill sets forth the rule for consideration of

  • H.R. 4365 (Department of Defense Appropriations Act, 2024, which provides FY2024 appropriations to the Department of Defense for military activities),
  • H.R. 4367 (Department of Homeland Security Appropriations Act, 2024, which provides FY2024 appropriations to the Department of Homeland Security),
  • H.R. 4665 (Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024, which provides FY2024 appropriations for the Department of State, foreign operations, and related programs), and
  • H.R. 4368 (Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024, which provides FY2024 appropriations to the Department of Agriculture, the Food and Drug Administration, and related agencies).

In addition, the bill prohibits the Clerk of the House of Representatives from informing the Senate that the House has passed H.R. 4367 until the Speaker of the House notifies the Clerk that the House has passed H.R. 2 (Secure the Border Act of 2023, which addresses matters pertaining to border security and otherwise makes changes to immigration law).
